Configuration Manager - Menus - Tables - Tax - Tables - Tax Formulas - Subtract Minimum Purchase Amount

When the Subtract Minimum Purchase Amount setting is enabled (as it is by default), Sales Tax is applied only to the amount over the Minimum Purchase amount.

For example, if the Minimum Purchase amount is $4 and the line item amount is $10, Sales Tax is calculated based on $6. If this setting is disabled, the Sales Tax is calculated based on $10.
